About Prepaid Cards

1. What is Prepaid Cards?

Prepaid Cards are a form of pre-paid payment instruments issued by Banks and non-banks given the mandate to issue the same. PPI issuers are companies incorporated in India and registered under the Companies Act, 1956 / Companies Act, 2013. A company can issue and operate PPIs after receiving authorization from RBI.

Prepaid cards are also called a stored-value card that allows the users to spend money preloaded onto the card. Once the sum is used up, the user can again reload for their further purchases. Prepaid cards can be used for offline and online purchases to pay bills and withdraw money from ATMs. Technically, they are used like debit cards and have the number and expiration date printed on them and serve as a convenient cash-free purchasing option. One can own a prepaid card without a bank account or a credit score.

2. Definitions

2.1 Issuer: Persons operating the payment systems issuing pre-paid payment instruments to individuals/organizations. The money so collected is used by these persons to make payment to the merchants who are part of the acceptance arrangement directly or through a settlement arrangement.

2.2 Holder: Individuals/Organizations who acquire prepaid payment instruments to purchase goods and services, including financial services.

2.3 Pre-paid Payment Instruments: Pre-paid payment instruments are payment instruments that facilitate the purchase of goods and services, including funds transfer, against the value stored on such instruments. The value stored on such instruments represents the value paid for by the holders by cash, by debit to a bank account, or by credit card. The pre-paid instruments can be issued as smart cards, magnetic stripe cards, internet accounts, internet wallets, mobile accounts, mobile wallets, paper vouchers, and any instrument that can be used to access the pre-paid amount (collectively called Prepaid Payment Instruments hereafter). The pre-paid payment instruments that can be issued in the country are classified under three categories viz. (i) Closed system payment instruments (ii) Semi-closed system payment instruments, and (iii) Open system payment instruments.

2.4 Closed System Payment Instruments: These are payment instruments issued by a person to facilitate the purchase of goods and services. These instruments do not permit cash withdrawal or redemption. As these instruments do not facilitate payments and settlement for third-party services, the issue and operation of such instruments are not classified as payment systems.

2.5 Semi-Closed System Payment Instruments: These are payment instruments that can be used to purchase goods and services, including financial services at a group of clearly identified merchant locations/ establishments that have a specific contract with the issuer to accept the payment instruments. These instruments do not permit cash withdrawal or redemption by the holder.

2.6 Open System Payment Instruments: These are payment instruments that can be used to purchase goods and services, including financial services like funds transfer at any card accepting merchant locations (point of sale terminals) and permit cash withdrawal at ATMs / BCs.

2.7 Merchants: The establishments that accept the PPIs issued by PPI issuer against the sale of goods and services.

3. Different Types of Prepaid Cards:

Gift Card: Issued by a bank or retailer to make purchases at a selective store instead of cash. The sum must be used before the expiry date (usually one year) and cannot be reloaded. This also comes with banking facilities.

General Purpose Reloadable Card: These cards are similar to debit cards with online banking facilities. They are also known as ‘opened loop prepaid cards’ embedded with the payment provider’s logo like Mastercard and Visa. They can be used in the stores that accept these two providers.

Retail Prepaid Card: Retailers like department stores, petrol suppliers, supermarkets, or airlines partners with the banking provider and card network to give the card users merchandise discounts, rewards, or additional services when purchased.

Travel Card: This is the best fit for travellers to purchase and withdraw cash from ATMs globally. The users, when travelling abroad, can load money onto the card and safely enjoy the trip without the hassle of carrying around cash.

Cashback Card: This comes under the general-purpose reloadable card with an additional feature called cashback. The card users can earn a cashback when purchased with specific retailers partnered with banking providers or the card network.

Fleet Card: Fleet operators offer prepaid fleet cards for their drivers, runners, or field executives with preloaded money. They can use the card for fuel, toll payments, lodging, etc., or at point-of-sale (POS) terminals, online, and ATMs.

Corporate Card: The companies use the preloaded money for their business-related purchases and payments. The corporate cards make business spending easier and end the reimbursement process.

Medical Card: Corporates can now load a specific amount of monthly medical allowance each month for their employees. In addition, a wide range of additional benefits like exclusive discounts on medicines, health check-ups, diagnostic centres, and free ambulance services are given to employees.

4. What are the different types of KYC for the Prepaid Cards?

KYC (Know Your Customer) is an essential part of any financial services for smooth onboarding and customer identification process.

(I) Min KYC – The user must complete minimum KYC to activate their wallet as per RBI guidelines. The user is requested to provide their name and submit the unique identification number of any documents like Passport, Voter ID, or Driving License.

(ii) e-KYC – This paperless KYC allows users to verify their credentials through an online electronic KYC service by providing Aadhaar or PAN and authenticate with an OTP.

(iii) Full KYC – A copy of the identity and address proof is submitted with in-person verification.

KYC is now digital, and the users can handle identity checks themselves using the apps.

5. How do I get a prepaid card?

Prepaid cards can be purchased in-store or by applying online from either banks or a license holder authorized by RBI. The prepaid cards are linked to a bank account when purchased from banks.

Frequently Asked Questions (FAQs)

Temporarily, you can block your card by logging in to the portal. For a permanent solution, contact the bank.

No, you don’t lose money. You can write to the bank seeking revalidation of the expiry date or ask for a card replacement with a new expiry. The existing balance moves into your new card automatically.

Prepaid cards are not linked to the bank account, whereas credit and debit cards are linked. Credit cards work when you borrow a sum of money, but debit and prepaid cards work on the sum of money you loaded onto the card.

Log in to the portal to view the available balance on your prepaid card.

As the card is reloadable, the purchases are authorized only when enough funds exist on the card.

You can check or download your card statement by logging in to the portal. Recent transactions are listed in the dashboard, and you can toggle between Spent and Received tabs for a detailed check. You can also view your spend summary in three modes – Cash, Card Swipe, and Online.

You can temporarily block/unblock your card by clicking on the card detail tab on the portal and enabling the block/unblock button.

Your money is immediately available to make purchases.

You can reset your Prepaid card PIN using the portal or contact the bank.

Yes, based on RBI guidelines, the card balance amount cannot be more than Rs. 10,000 for Min KYC prepaid cards and Rs. 2,00,000 For full-KYC prepaid cards.

You can view the expiration date on the front side of your prepaid card or contact the bank for more details.

The unspent amount on your card is called the ‘available balance.’

Customer Id is a unique identification number given to every customer by the banks during the onboarding processes.

You can share your complaints/feedbacks by calling the bank directly.

Once your prepaid card is activated, you will receive your Customer Id and log-in link via SMS to your registered mobile number. You can log in to the app with your customer id or registered mobile number.

You can change your app passcode in the settings tab using the portal.

POS, ECOM, ATM, Contactless, and International are the card preferences available. For virtual cards, by default ATM, International, POS, and Contactless options are restricted.

You can view your card details like card numbers, CVV, and Expiry date in the portal.

You can generate your Prepaid card PIN using card expiry and Date of birth given at the time of registration. Once the relevant details are keyed in, you will get a passcode-protected PDF to your registered email.

The cardholder is given the comfort of using a prepaid card in multiple ways. They can customize their transactions like POS, ECOM, ATM, Contactless, and International payments.

PPIs are Prepaid Payment Instruments that facilitate purchasing goods and services, transferring funds, remittances, financial services against the value stored on such instruments.

PPIs are issued under three various types in the country. They are:

(I) Closed System PPIs- These PPIs are issued by the entity that facilitates buying goods and services from that particular entity only, and cash withdrawal is restricted. The issuance and operations are not classified as a payment system and do not require approval or authorization from the RBI. These instruments cannot be used for payment or settlement for third-party services.

(ii) Semi-closed System PPIs –These are PPIs issued by RBI-approved banks and RBI- authorised non-banks. These can be used for financial services, purchasing goods and services, remittance, etc., with a cash withdrawal restriction. These PPIs can be used with a group of clearly identified merchant locations/establishments with a specific contract with the issuer (or contract through a payment aggregator/payment gateway) to accept the PPIs as payment instruments.

(iii) Open System PPIs –These are PPIs issued by RBI-approved banks and are used at any merchant to purchase goods and services, including financial services, remittance facilities, etc. Cash withdrawal at ATMs / Points of Sale (POS) terminals / Business Correspondents (BCs) are also allowed through such PPIs.

The minimum validity of the prepaid card varies from 1 year to 5 years. You can view the expiration date on the front side of your prepaid card.

An Indian-based company registered under the Companies Act, 1956 / Companies Act, 2013 can issue and operate PPIs after receiving authorization from RBI.

The OTP validation differs based on the bank. Generally, OTP is valid for about 15 minutes.

Terms And Conditions

These terms and conditions (“Terms and Conditions / Terms”) sets out the terms and conditions on which you may access and use the services and products offered by M2P Solutions Private Limited, a private limited company incorporated under the Companies Act, 2013, with its registered office at M2P Solutions Pvt Ltd, 3rd Floor, MM Complex 30/10, Hopman Street 2nd Street, Alandur, Chennai – 600016, Tamil Nadu, India and its affiliates (“M2P”, “we”, “us”, or “our”). These Terms and Conditions sets out the principals on which you may access and use the services and products offered by M2P. M2P and the Partner (“you or “your”) shall also be referred to as “Party” or “Parties”.

These Terms govern your access to and use of website, web interfaces, APIs, documentation, software, sandbox, portal, console, and all other services offered by M2P (collectively “Services”). Your use of the website and the Services shall be subject to these Terms, to the Privacy Policy, and to the provisions of any product-specific agreements, technical specifications, forms, letters, and any schedules and annexures (“Other Agreements”) thereto that you may execute with M2P. These Terms do not in any way modify or alter the terms and conditions of the Other Agreements that you execute with M2P.

By clicking the “I Agree” button below, you agree that you have read and understood the contents of these Terms and agree to be bound by the same. M2P reserves the right to update these Terms from time to time. Any such modifications shall be effective immediately from the date of posting on the console or website, as the case may be. M2P shall make best efforts to communicate all such modifications to your registered email ID.

These Terms shall be effective from the date on which you accept these Terms.

1. Definitions

For the purposes of these Terms:

a. “Applicable Law” shall mean all applicable statutes of any legislative body in India, laws, ordinances, rules, bye-laws, regulations, notifications, guidelines, policies, directions, directives and orders of any Governmental Authority, and shall also include all guidelines, regulations, circulars, directions issued by the Reserve Bank of India (RBI) / National Payments Corporation of India (NPCI) / Securities Exchange Board of India (SEBI) / other relevant regulator.

b. “Force Majeure Event” means any event including but not limited to an act of God, fire, epidemic, natural calamity; riots, civil commotion or unrest, terrorism, war, strikes or lockouts; expropriation or other governmental actions; any changes in Applicable Law or regulation beyond the control of any Party which restricts or prohibits the performance of the obligations of such Party.

c. “Governmental Authority” shall include the President of India, the government of India, the Governor and the government of any state in India, any Ministry or Department of the same, any municipal or local government authority, any authority or private body exercising powers conferred by Applicable Law and any court, tribunal or other judicial or quasi-judicial body, and shall include, without limitation, a stock exchange, SEBI, RBI, NPCI and any other regulatory body.

d. “Intellectual Property” means all patents, trademarks, permits, service marks, brands, trade names, trade secrets, proprietary information and knowledge, technology, computer programs, databases, copyrights, licenses, franchises, formulae, designs and other Confidential Information.

2. Registration Terms

For the purposes of these Terms:

2.1. To access and use the Services, you agree to provide true, accurate and complete information to M2P at all times during and after registration, and you shall be responsible for all acts done through the use of your registered account.

2.2. The continued provision of the Services shall be subject to:

a. These Terms, the provisions of the Other Agreements, and Applicable Law;

b. Your acceptance and continued compliance with Clause 10 (Acceptable Use);

c. Your satisfactory completion of and compliance with all Know Your Customer (KYC) / Anti-Money Laundering (AML) / Combating Financing of Terrorism (CFT) processes instituted by M2P in accordance with Applicable Law; and

d. Your payment of the service charges mutually agreed by you and M2P as consideration for the Services.

3. Services

3.1. M2P hereby agrees to provide all Services as may be agreed to be availed by the Partner, as may be described in detail in the Terms and Other Agreements.

3.2. You agree and acknowledge that M2P may make commercially reasonable changes to the nature and scope of Services provided without prior notice to you.

4. Partner On-boarding

4.1. You hereby agree and acknowledge that prior to going live, you may be required to onboard in the UAT version of the Self-care portal, which usually involves the following steps:

a. Creation of your account and registration,

b. Submission of required business information, and execution of product-specific agreements as required by M2P,

c. Scenario Checking in the UAT

4.2. In order to Go-Live, your account (also referred to as tenant / corporate) will be created by the M2P Technical Support team and after that, you can use our portals directly.

4.3. You further agree that the provisions of the product-specific agreements, Terms and Other Agreements including but not limited to service levels, settlement cycles, and dispute resolution shall be effective only from the date on which you Go-Live, and such provisions shall not apply to your use of and access to the UAT.

5. Representations and Warranties

5.1. Each Party hereby represents and warrants to the other that:

a. It is duly organized and validly existing under the laws of India, and has full authority and corporate power to agree to these Terms and carry out its provisions; and

b. These Terms are binding upon it and do not conflict with any other agreement, instrument or understanding to which it is bound.

6. Partner obligations

6.1. You agree that you shall use the Services only in accordance with, and as permitted by Applicable Law, and that all transactions conducted by you through use of the Services are made with respect to products and services which are not in breach of Applicable Law. Further, you are solely responsible for complying with all Applicable Law(s) within the territory in which you operate.

6.2. You agree that you shall not (a) attempt to reverse engineer the website, web interfaces, APIs, documentation, software, sandbox, portal, console and all other services offered by M2P or any component thereof, (b) attempt to create a substitute or a similar service through use of, or access to, website, web interfaces, APIs, documentation, software, sandbox, portal, console or other services offered by M2P and (c) use the Services for any activities that are illegal under Applicable Law or in breach of Clause 7 (Acceptable Use).

6.3. In addition to the specific authorizations made under these Terms and the Other Agreements, you hereby authorize M2P to hold, receive, transfer and settle funds on your behalf. This authorization shall enable M2P to (a) generate electronic funds transfers between payment services or networks and an escrow account where such funds shall be processed, and (b) further transfer payments received in such a manner to the bank account designated by you at the time of registration with M2P.

6.4. You agree that you shall promptly cooperate with M2P’s reasonable investigation of outages of the console, website, web interfaces, security issues, and any suspected breach of these Terms and under the Other Agreements.

6.5. Provided that M2P performs its obligations under these Terms and under the Other Agreements, you agree that you shall not hold M2P liable for any delay, loss, costs, damages, claims, or actions that may be suffered or incurred by the Partner in relation to (a) downtime of the Services owing to any reason beyond the reasonable control of M2P, or (b) any other reason beyond the reasonable control of M2P owing to which any Service is delayed or fails.

7. Acceptable use

7.1. You agree that you shall not use the Services to conduct transactions in relation to any activity that is prohibited or restricted under Applicable Law, including but not limited to:

a. Drugs and other controlled substances including narcotics, steroids, natural or synthetic drugs and all drugs listed in the Narcotic Drugs and Psychotropic Substances Act, 1985 as amended from time to time,

b. Adult material, goods and services, including pornography, pornographic materials involving minors, escort or prostitution related services, or other obscene materials suggestive of sexual violence,

c. Goods, material, media or software that are counterfeit, unauthorized for circulation or are violative of intellectual property rights,

d. Toxic, poisonous, radioactive or hazardous materials, firearms, and any biological, chemical or nuclear weapons,

e. Virtual currency or cryptocurrencies,

f. Circumvention devices such as descramblers, bank card readers, skimmers, and other devices designed to intentionally block, jam or interfere with authorized radio, web or telecommunications,

G. Manuals, how-to guides or other information enabling illegal access to protected property, and

h. Any material which encourages or incites violent acts or promotes intolerance or hatred based on race, caste, ethnicity, religion, sex or other factors.

7.2. You further agree to not use the web interfaces, APIs, documentation, software, console, website or services to host, display, upload, modify, publish, transmit, update or share any information which

a. Belongs to another person or over which you do not have any right,

b. Is grossly harmful, harassing, blasphemous, defamatory, obscene, pornographic, paedophilic, libellous, invasive of another's privacy, hateful, or racially, ethnically objectionable, disparaging, relating or encouraging money laundering or gambling, or otherwise unlawful in any manner,

c. Is harmful to minors,

d. Infringes any patent, trademark, copyright or any proprietary,

e. Violates any law for the time being in force,

f. Is deceptive or misleading about the origin of such information, or is grossly offensive or menacing in nature,

G. Impersonates any person,

h. Contains software viruses, or any other computer code, files or programs designed to interrupt, destroy or limit the functionality of any digital system or computer resource, or

i. Threatens the unity, integrity, defence, security or sovereignty of India, friendly relations with foreign states, or public order or causes incitement to the commission of any cognisable offence or prevents investigation of any offence or insults other nations.

7.3. The above list is not exhaustive, and M2P reserves the right to terminate Services, if in the estimation of M2P, you engage in transactions that are violative of Applicable Law or M2P’s internal policies.

8. Confidentiality

8.1. The Parties agree that all information obtained, developed, created, or disclosed including all documents, data, sensitive personal information, papers and statements of the Customers and trade secrets of the other Party relating to its business practices and their competitive position provided to the Parties in connection with the performance of obligations under these Terms shall be confidential and proprietary information ("Confidential Information”).

8.2. The Confidential Information shall be safeguarded, and the Parties must take all necessary actions to protect it against misuse, loss, destruction, or modification. In the event of a breach or threatened breach by either Party of this provision, monetary damages alone may not be sufficient remedy and the other Party may, without waiving any other rights or remedies, be entitled to injunctive or equitable relief.

8.3. The obligations in respect of Confidential Information shall survive termination of these Terms and Other Agreements and deletion of your account.

8.4. Information shall not be treated as Confidential Information if it (a) is in or enters the public domain, (b) is known to the receiving Party at the time of first receipt, or thereafter becomes known to it prior to such disclosure without similar restrictions from a source other than the disclosing Party, as evidenced by written records, or (c) is disclosed pursuant to any Applicable Law or order of any court or regulatory authority having jurisdiction over the receiving Party.

9. Third-party services

9.1. The website, web interfaces, console, website and the services may contain links to other websites. On accessing these links, you will be governed by the terms of use, privacy policy and such other policies of such third-party websites.

10. Force Majeure

10.1. Notwithstanding anything contained in these Terms, the Parties shall not be liable for any failure to perform an obligation under these Terms if performance is prevented or delayed by a Force Majeure event.

11. Governing law

11.1. These Terms shall be governed and construed in accordance with the laws of India and subject to Clause 12 (Arbitration) the Parties irrevocably submit to the exclusive jurisdiction of the courts in Chennai.

12. Arbitration

12.1. In the event of any disputes arising between the Parties in connection with these Terms and the Other Agreements, the Parties shall first attempt to amicably settle them, failing which they shall be referred to arbitration by a sole arbitrator appointed by M2P. The arbitration shall be conducted in accordance with the Arbitration and Conciliation Act, 1996. The proceedings shall be held in Chennai, and the courts there shall have exclusive jurisdiction.

13. Notices

13.1. All communications to M2P relating to the Terms and the Services, reporting of customer grievances, any instance of violation of intellectual property or breach of these Terms shall be in writing and sent to the address set out below, or as otherwise communicated from time to time.

13.2. All communications to you relating to these Terms and the Services shall be sent to the registered phone number and email ID attached to your account, or as otherwise communicated by you from time to time.

14. Limitation of liability

14.1. You acknowledge and agree that to the extent permitted by Applicable Law, M2P shall not be liable under these Terms for lost revenues, loss of goodwill, service interruption, computer damage or system failure or the cost of substitute services, or indirect, special, incidental, consequential, exemplary, or punitive damages, losses or expenses resulting from your use of the website, web interfaces, APIs, documentation, software, sandbox, portal, console or other services offered by M2P or third-party software and/or third-party hardware used with the Service.

15. Disclaimer of warranties

15.1. The console, website, the Services and each portion thereof are provided "AS IS" without warranties of any kind either express or implied. To the fullest extent possible pursuant to Applicable Law, we disclaim all warranties, express or implied, with respect to the console, website and the Services.

15.2. Content Disclaimer:We have taken due care and caution in compilation of data for our Service. The information and content have been drafted to ease the reader’s understanding of the subject matter. While reasonable care has been exercised to ensure that the information is adequate and reliable, M2P is not responsible for any errors, omissions, or representations on any of our pages or on any links on any of our pages. Please verify the veracity of all information on your own before undertaking any alliance or placing any reliance on such information. We exclude any warranties (whether expressed or implied), as to the quality, accuracy, efficacy, completeness, performance, fitness or any of the contents of the website, including (but not limited) to any comments and feedback contained within the website. 16. Privacy and Data Protection

16.1. Parties under this arrangement need to use such degree of care as is appropriate to avoid unauthorized access, use or disclosure and comply with security practices and procedures as prescribed in the Information Technology Act, 2000 and the rules made thereunder including Information Technology (Reasonable security practices and procedures and sensitive personal data or information Rules, 2011, the RBI rules and Regulations (as applicable) and any such data protection laws that may be applicable.

16.2. M2P shall abide by the all the Applicable Laws and security standards, regulations, requirements, guidelines, notifications including pursuant to PCI-DSS and ISO 27001 as may be imposed by any regulatory authority or RBI or as desirable.

16.3. The Parties shall comply with all the applicable laws, whether local, state or national.

17. Copyrights and Intellectual Property

17.1. You acknowledge that this website, Services contains information, text, videos, sounds, graphics, artwork, questions, ideas, articles, and other materials (collectively, “Content”) that are protected by copyrights, patents, trademarks, service marks, trade secrets and/or other proprietary rights, and that these rights are valid and protected in all forms, media and technologies existing now or hereafter developed. All Content is owned, controlled, or licensed by or to M2P and is protected by law. The names M2P Solutions Private Limited, M2P logo, and other trademarks, service marks, names, slogans, graphics, design and logos of M2P used in connection with the website and/or Services (collectively, “Marks”) are copyrights of M2P. Other trademarks, service marks, graphics, and logos appearing on the website are trademarks of their respective owners. Nothing contained on the website should be construed as granting any license or right to use any of M2P marks or third-party marks appearing on the website without the prior written consent from us or any party that may own any of the third-party marks. 18. Miscellaneous

18.1. These Terms do not create any partnership or principal-agent relationship between the Parties.

18.2. The illegality, invalidity or unenforceability of any of these Terms shall not affect the legality, validity or enforceability of the other provisions hereof.

18.3. No breach of any provision of the Terms and Conditions will be waived except with the express written consent of the party not in breach.

18.4. We may change, suspend or discontinue any aspect of website, web interfaces, APIs, documentation, software, sandbox, portal, console and all other services offered by M2P at any time. M2P reserves the right to change system configurations, product specifications, upgrades, pricing, layouts, options, and any other specifications at any time without notice. We may also impose limits or restrictions on certain services, features, or content or restrict your access to parts or website, web interfaces, APIs, documentation, software, sandbox, portal, console and all other services offered by M2P without notice or liability.

18.5. The Terms and Conditions are made for the benefit of the parties and is not intended to benefit any third party or be enforceable by any third party. The rights of the parties to terminate, rescind, or agree any amendment, waiver, variation, or settlement under or relating to the Terms and Conditions are not subject to the consent of any third party.

18.6. The Agreement will be governed by and construed in accordance with the Applicable Laws.
